THE CIVIL PROCEDURE ACT (Cap. 21) THE HIGH COURT (ORGANIZATION AND ADMINISTRATION) ACT (Cap. 8C) SUPERVISORY JURISDICTION
Under the High Court (Organization and Administration) Act, the High Court has designated the supervisory jurisdiction of criminal matters within Nairobi County, assigning specific High Court divisions to oversee corresponding Magistrates’ Courts, including Milimani, Makadara, and Kibera. The notice also amends earlier Gazette Notices and takes effect from 27th April 2026.

The Chief Justice, in their capacity as Chairperson of the National Council on the Administration of Justice, has appointed a multi-agency Monitoring, Evaluation and Learning (MEL) Committee for a three-year term, comprising representatives from key justice sector institutions including the Judiciary, Office of the Director of Public Prosecutions, National Police Service, and others. The Committee, chaired by Dr. Moses Marang’a, will advise on improving efficiency in the administration of justice, strengthen data-driven planning and evaluation, support implementation of the NCAJ strategic framework, and report quarterly to the Council on progress and emerging issues.

The Chief Justice, as Chairperson of the National Council on the Administration of Justice, has appointed new members to the NCAJ Working Committee on ICT for the remainder of its term, including representatives from the Office of the Attorney General, Directorate of Children Services, Probation and Aftercare Services, and International Justice Mission. The appointment of Ayub Were to the committee has been revoked, while the committee’s terms of reference remain unchanged.

The Cabinet Secretary for Health has appointed Nancy Jebungei Bowen as the Non-Executive Chairperson of the Kenya Medical Laboratory Technicians and Technologists Board for a three-year term effective 15th May 2026, under the Medical Laboratory Technicians and Technologists Act.
REPUBLIC OF KENYA THE NATIONAL TREASURY AND ECONOMIC PLANNING STATEMENT OF ACTUAL REVENUES AND NET EXCHEQUER ISSUES AS AT 30TH APRIL, 2026
As at 30th April 2026, the National Treasury reports total actual revenues of approximately KSh 3.72 trillion against revised estimates of KSh 5.16 trillion, indicating a significant shortfall largely driven by underperformance in tax revenue and external financing, while domestic borrowing remains a major funding source.
On the expenditure side, total exchequer issues stood at about KSh 3.64 trillion, with recurrent spending dominating allocations particularly towards public debt servicing (over KSh 1.5 trillion), education (notably the Teachers Service Commission), security agencies, and key government departments while development expenditure amounted to roughly KSh 318.7 billion, reflecting ongoing investment in infrastructure, energy, transport, and economic planning.
County governments received KSh 309.2 billion out of the KSh 415 billion equitable share allocation, showing partial disbursement within the financial year, and leaving an exchequer balance of approximately KSh 76.7 billion, including significant sovereign bond proceeds.
THE ENERGY ACT (Cap. 314) PIPELINE TRANSPORT TARIFF
The Energy and Petroleum Regulatory Authority has approved a new multi-year pipeline transport tariff for the Kenya Pipeline Company covering the period 2025/26 to 2027/28. The tariff will gradually increase from KSh 5.44 to KSh 5.83 per m³/km, alongside revised depot-specific charges for key terminals such as Nairobi, Nakuru, Eldoret, and Kisumu for both local and export markets. The new tariff structure took effect on 15th April 2026, with annual adjustments scheduled for 15th July each year.
THE ENERGY AND PETROLEUM REGULATORY AUTHORITY SCHEDULE OF TARIFFS 2023 FOR ELECTRICITY TARIFFS, CHARGES, PRICES AND RATES FUEL ENERGY COST CHARGE
The Energy and Petroleum Regulatory Authority has set the Fuel Energy Cost Charge for electricity at 306 Kenya cents per kWh for meter readings in May 2026 under the Schedule of Tariffs 2023. The charge reflects updated fuel costs across thermal, geothermal, and imported power sources, with variations in fuel prices and generation levels influencing the final adjustment, which directly impacts electricity pricing for consumers.
THE ENERGY AND PETROLEUM REGULATORY AUTHORITY SCHEDULE OF TARIFFS 2023 FOR ELECTRICITY TARIFFS, CHARGES, PRICES AND RATES FOREIGN EXCHANGE FLUCTUATION ADJUSTMENT
The Energy and Petroleum Regulatory Authority has set a Foreign Exchange Fluctuation Adjustment of 110.33 Kenya cents per kWh for electricity consumed in May 2026 under the Schedule of Tariffs 2023. This adjustment reflects exchange rate impacts on power generation and supply costs across KenGen, KPLC, and independent power producers, based on total generation of approximately 1.28 billion kWh in April 2026.
ENERGY AND PETROLEUM REGULATORY AUTHORITY SCHEDULE OF TARIFFS 2023 FOR ELECTRICITY TARIFFS, PRICES, CHARGES AND RATES WATER RESOURCE MANAGEMENT AUTHORITY LEVY
The Energy and Petroleum Regulatory Authority has set a Water Resource Management Authority (WRMA) levy of 1.35 Kenya cents per kWh for electricity consumed in May 2026 under the Schedule of Tariffs 2023. The levy is based on hydropower generation, with approximately 287 million kWh sourced from qualifying plants in April 2026, forming part of the overall electricity cost adjustments passed on to consumers.
THE WATER ACT (Cap. 372) WOTE WATER AND SANITATION COMPANY LIMITED APPROVED TARIFF STRUCTURE FOR THE PERIOD 2025/2026 TO 2028/2029
The Water Services Regulatory Board (WASREB) has approved an upward tariff review for WOWASCO for the period 2025/2026 to 2028/2029 to support improved service delivery and sustainability. Domestic tariffs range from KSh 122 to KSh 150 per cubic metre depending on usage, with water kiosks charged at KSh 70. Additional service charges and penalties for illegal connections apply. The tariffs will be subject to annual indexation from July 2027. WASREB has tied the approval to performance conditions, including improved coverage, reduced water losses and better efficiency, with support from the County Government of Makueni through subsidies.
THE WATER ACT (Cap. 372) KERICHO WATER SANITATION COMPANY LIMITED APPROVED TARIFF STRUCTURE FOR THE PERIOD 2025/2026 TO 2029/2030
The Water Services Regulatory Board (WASREB) has approved an upward tariff review for Kericho Water and Sanitation Company Limited (KEWASCO) for the period 2025/2026 to 2029/2030 to enhance service delivery and sustainability. Domestic tariffs range from KSh 85 to KSh 150 per cubic metre depending on consumption, with water kiosks charged at KSh 50. Sewerage charges will be set at 75% of water consumption for connected users, with flat monthly rates for unconnected households. The tariffs will be subject to annual indexation from July 2027. WASREB has tied the approval to performance targets including improved coverage, reduced water losses and increased efficiency.

The Kenya Deposit Insurance Corporation (KDIC), acting as liquidator of Ari Bank Corporation Ltd (in liquidation), has issued notice of its intention to apply to the High Court for termination of the liquidation and formal winding up of the institution. Creditors and contributories have been invited to inspect the final statement of accounts at KDIC offices on 20th and 21st May 2026 and to submit any objections within 30 days. The accounts indicate total assets of approximately KSh 570.9 million against liabilities of KSh 309.1 million, with a portion of assets written off as unrealizable, marking the final stage of a liquidation process that has been ongoing since 1997.

The Commissioner for Co-operative Development has extended the liquidation period for Numa Coffee Growers Co-operative Society (in liquidation) Limited (CS/8827) by a further six months, and re-appointed CPA Michael Obiero Ngolo as liquidator after the initial one-year period lapsed before completion of the process.
THE PUBLIC BENEFIT ORGANIZATIONS ACT, 2013 ENGINEERS WITHOUT BORDERS NOTIFICATION
Engineers Without Borders Kenya (EWB Kenya) has issued a public notice warning against individuals and entities falsely claiming to represent the organisation. The organisation clarifies that only duly authorised persons appointed in writing can act on its behalf and disclaims liability for any unauthorised transactions or representations. The public is advised to verify any engagements directly with EWB Kenya, with the organisation indicating that legal action may be taken against those misrepresenting themselves.
THE KENYA INFORMATION AND COMMUNICATIONS ACT (Cap. 411A) APPLICATION FOR LICENCES
The Communications Authority of Kenya has received multiple licence applications across broadcasting, postal/courier, and telecommunications sectors. These include applications for new free-to-air TV and radio stations, national courier operator licences, and several network facilities provider licences (mainly Tier 3), as well as a VSAT licence and some licence transfers. If approved, the licences will allow the applicants to offer the specified services. Members of the public have 30 days from the date of publication to submit any objections or representations to the Authority, with copies also sent to the respective applicants.
THE COMPANIES ACT (Cap. 486) DISSOLUTION
The Registrar of Companies has issued a notice of intended dissolution for numerous companies under section 897(3) of the Companies Act. The listed companies will be struck off the Register of Companies after three months from the date of publication, unless any interested party shows cause why they should remain registered.

The report outlines potential environmental and social impacts including waste generation, air and noise pollution, biodiversity loss, and traffic pressure alongside mitigation measures. NEMA has invited the public to submit comments or objections within 30 days of publication to inform its decision.
