The Environment and Land Court Act (Cap. 8D), Appointment
Chief Justice Martha K. Koome has appointed fifty-eight magistrates to preside over Environment and Land Court matters within their current and future jurisdictions, effective from the date of gazettement. Gazette Notice No. 14538 of 2025 is revoked.
The Mining Act (Cap. 306), Applications for Mining Licence
The Cabinet Secretary for Mining, Blue Economy and Maritime Affairs, Hon. Hassan Ali Joho, has received two applications for mining licences from Tata Chemicals Magadi Limited in Kajiado County: Application No. ML/2023/0090 covering 63.5557 km² (296 cadastral blocks) for soda extraction and Application No. ML/2024/0156 covering 63.4555 km² (295 cadastral blocks) for soda ash extraction. Both applications are open for public comments within forty-two (42) days from the date of notice via the Ministry’s portal: https://portal.miningcadastre.go.ke.
The Mining Act (Cap. 306), Applications for Mining Licence
The Cabinet Secretary for Mining, Blue Economy and Maritime Affairs, Hon. Hassan Ali Joho, has received the following applications for mining licences: CK Holding Limited – Application No. ML/2025/0295 for gold (Precious Metal Group) covering 23.2843 km² (108 cadastral blocks) in Siaya County and Richern Building & Construction Limited – Application No. ML/2022/0079 for gold covering 51.3022 km² (239 cadastral blocks) in Samburu County. Both applications are open for public comments within forty-two (42) days via the Ministry’s portal: https://portal.miningcadastre.go.ke.
The National Payment System Act (No. 39 of 2011), Revocation of PayU Kenya Limited Authorization
The Central Bank of Kenya has revoked the authorization granted to PayU Kenya Limited under Section 15 of the National Payment System Act, 2011, and Regulation 10 of the National Payment Regulations, 2014. The revocation takes effect from 13th October 2025.
The National Police Service Act (Cap. 84), Designation of Police Station
Pursuant to Section 40(1) of the National Police Service Act, the Inspector-General of the National Police Service, Douglas Kanja Kirocho, has designated the following establishment as a Police Station for the purposes of the Act: Ole Polos Police Station in Kajiado West Sub-County.
The National Treasury and Economic Planning, Statement of Actual Revenues and Net Exchequer Issues as at 30th September 2025
The National Treasury has released the Statement of Actual Revenues and Net Exchequer Issues for the period ending 30th September 2025, detailing revenue performance for the first quarter of the 2025/2026 financial year. According to the statement, the Government recorded an opening balance of KSh. 6.43 billion as at 1st July 2025. Total actual receipts amounted to KSh. 1.03 trillion, against an original estimate of KSh. 4.43 trillion.
Of this, tax revenue contributed KSh. 553.66 billion, while non-tax revenue stood at KSh. 21.58 billion. Domestic borrowing amounted to KSh. 425.74 billion, and external loans and grants totalled KSh. 18.73 billion. An additional KSh. 5.50 billion was realized through other domestic financing mechanisms.
The Unclaimed Financial Assets Act, The Unclaimed Financial Assets Authority, No Objection Notice
The Unclaimed Financial Assets Authority has received claims for unclaimed assets from various individuals acting as administrators of the estates of deceased persons and agents of original owners. The Authority gives notice that if no objection is lodged within thirty (30) days from the date of this publication, payment will be made to the listed claimants. Objections should be submitted to the Unclaimed Financial Assets Authority at its official address within the specified period.
The Human Resource Management Professionals Act – Certified Human Resource Professional Examinations, October 2025 Certification
The Human Resource Management Professionals Examinations Board has announced that 1,130 candidates passed the Certified Human Resource Professional Examination under the August 2025 series, in accordance with sections 16(1) and 20(1) of the Act.
The Kenya Information and Communications Act, Licence Applications and Revocations
The Communications Authority of Kenya has received applications for various licences, including Network Facilities Provider (Tier Three) from Wingunest Group Limited, Devolved Telco Limited, and Apri Fibre Limited; National Courier Operator from Falcon Fast Forward Services Limited; and International Courier Operator (Renewal) from The Guardian Coach Limited. Additionally, Immaculata Television Limited has applied for a Commercial Free-to-Air Television licence under the name Immaculata TV Network.
The public and interested parties have 30 days from the date of publication to submit any objections or representations to the Director-General, Communications Authority of Kenya.
The Authority also announced its intention to revoke licences of certain Application Service Providers (ASPs) within seven days from the date of the Gazette Notice.
The Co-operative Societies Act, Inquiry into Afya SACCO
The Commissioner for Co-operative Development has ordered an inquiry into Afya Savings and Credit Co-operative Society Limited (CS/1981) to examine its by-laws, financial and working conditions, and the conduct of its current and past management committee.
Deputy Commissioner Peter W. Kiama and Assistant Commissioner Stephen Kiritu Mwangi have been appointed to conduct the inquiry within 21 days. The order is issued under sections 58 and 73 of the Co-operative Societies Act, Cap. 490.
The Environmental Management and Co-ordination Act, EIA for GM Cassava Commercialization
The National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report from the Kenya Agriculture and Livestock Research Organization proposing the commercialization of genetically modified cassava in 18 counties across Kenya.The cassava varieties are resistant to cassava mosaic and brown streak diseases. NEMA invites public comments on the proposal in accordance with section 59 of the Environmental Management and Co-ordination Act, Cap. 387.
The Insolvency Act, Bankruptcy Petition for Daniel Mwangi Gathinji
A bankruptcy petition has been filed in the High Court of Kenya at Nakuru (Bankruptcy Cause No. E3 of 2025) by Daniel Mwangi Gathinji of Njoro, Nakuru, seeking a bankruptcy order against himself under the Insolvency Act, 2015. The matter is scheduled for mention on 9th October 2025. Creditors or interested parties may appear or oppose the petition.
The Disposal of Uncollected Goods Act ,Sale of Uncollected Motor Vehicles
Kenya Shield Auctioneers has announced the disposal of motor vehicles held at Jaffrey Motors, Shimanzi, Mombasa, under the custody of Ladak T/A Jaffrey Motors. Owners have 30 days from the date of this notice to settle dues and collect their vehicles, after which they will be sold by public auction.
