The House Business Committee has sought a resolution for the House to hold a morning and afternoon sitting on Tuesday, October 8, 2024 to consider the impeachment motion against Deputy President, H.E Rigathi Gachagua. After consideration of the motion, the Deputy President will be invited to appear in person or through legal representation between 5:00 pm and 7:00 pm to defend himself against the Articles of Impeachment.
The High Court has stopped the implementation of Ruto’s new funding model for higher education until a case filed by Kenya Human Rights Commission(KHRC) and three others is determined. The Court has set a hearing date for the 16th of December, 2024.
This comes at a time when a lot of University students have complained about being placed in the wrong financing band that categorizes them according to their needs. The education crisis also continues at the Junior Secondary School level where the Teachers Service Commission announced that it would be hiring afresh the 46,000 teachers instead of absorbing the current crop of interns. This sparked an outrow and all eyes are on how TSC will navigate the quagmire. In addition, the University lecturers are on strike and this has hampered learning in higher institutions with Moi University being the latest to suspend learning activities for their new academic year. The resolve of the new Education C.S will be tested in the coming week.
The National Treasury is inviting the public to submit comments, views and memoranda on possible areas for amendments to the Public Procurement and Asset Disposal act 2015.
The Public Procurement and Asset Disposal Act 2015 came into effect in January 2016. and is now ripe for review to be in line with emerging issues, international best practices and address gaps and lessons learnt so far. The said legal framework which has been in operation for a period of 9 years, has been critical in streamlining the Public Procurement system in Kenya.
Article 227 of the Constitution of Kenya requires that when a state organ or any other public entity contracts for goods or services, it shall do so in accordance with a system that is fair, equitable, transparent, competitive and cost effective. Section 7(1) of the Public Procurement and Asset Disposal Act 2015 states that the National Treasury shall be responsible for Public Procurement and Asset Disposal Policy formulation. In exercise of this mandate, Section 7(2) of the Act requires the National Treasury to design and prescribe an efficient procurement management system for the national and county governments to ensure transparent procurement and asset disposal as contemplated by the Constitution.
The submissions are intended to enhance fairness, transparency, competitiveness, cost- effectiveness and eradicate avenues of corruption, conflict of interest and abuse of office in the public sector with a view of obtaining value for money. David C. Nchimbi has been appointed as an independent Non-Executive Director to the Board of Nation Media Group Plc. Mr. Nchimbi is currently the Managing Director of Pemandu Associates Limited, a multi-disciplinary consulting firm. Prior to his current role, he worked at Deloitte, Tanzania and leader of the firm’s Financial Services Industry practice across East Africa. He also served as a member of the Deloitte Global Advisory Council between 2017 and 2019. Mr Nchimbi previously worked at PricewaterhouseCoopers and later at Standard Chartered Bank, Tanzania, where he served in the position of Head of Risk and Compliance and will bring to NMG over 23 years’ experience in advisory, accounting, audit, risk management and corporate governance gained whilst serving in leading global institutions and serving a broad range of clients in both the public and private sectors, across Sub-Saharan Africa. Mr Nchimbi holds a Bachelor of Science Degree in Computer Science and Mathematics from the University of Dar es Salaam and is a Certified Public Accountant (CPA).
