Public Hearings for The Finance Bill 2025 and Virtual Asset Service Providers Bill 2025

The Finance Bill 2025 and Virtual Asset Service Providers Bill 2025 have now reached the public participation stage.  There will be a series of public hearings happening across the country in various counties, starting 31st May and continuing through to 6th June according to the schedule below:

Court Stops Ruto from Appointing IEBC Nominees and Allows Vetting

The seven nominees to the Independent Electoral and Boundaries Commission (IEBC) will have to wait longer for their appoint-ment even after the High Court allowed Parliament to vet them. Justice Lawrence Mugambi issued conservatory orders prohibiting the gazettement, swearing-in, or assumption of office by the nominees. The judge ruled that a petition filed against them had raised serious constitutional questions surrounding their selection and nomination process.

Even after the vetting and approval by Parliament, President Ruto will have to wait until the constitutional petition is heard and determined to appoint the seven to office. The nominee commissioners are Erastus Ethekon (chairman), Ann Nderitu, Moses Mukhwana, Mary So-robit, Hassan Noor, Francis Aduol and Fahima Abdallah.

The petitioners, Kelvin Omon-di and Boniface Mwangi, are questioning the legality and fairness of the selection process. They argue that the Selection Panel failed to meet constitutional standards of inclusivity, transparency and public participation.

Mr. George O. Otieno

Board Chairman, United Bank of Africa (UBA)

The Board of Directors of UBA Kenya Bank Ltd announced the appointment of Mr. George Oduori Otieno as the Board Chairman, following regulatory approval. Mr. Otieno takes over from Mr. Alphan Njeru, who concluded his tenure as Board Chairman in November 2024.

With a wealth of expertise in both global and local markets, Mr. Otieno brings a distinguished career to the role having served as a Non-Executive Director on the UBA Kenya Board since September 2021. He has previously chaired the Board’s Finance and Governance Committee.

Mr. Otieno holds a Master of Business Administration from the University of Lagos and is a Fellow of the Chartered Insurance Institute, London. He brings a wealth of leadership experience, currently chairing several boards, including Capex Life Assurance Kenya and The Nairobi Club, and holds the role of Non-Executive Director at WAICA Re. He also held Senior Executive positions at Africa Re and CEO of African Trade Insurance Agency (ATI now ATIDI).
