The Senate Business Committee will sit for the Second Reading of the Agriculture and Food Authority (Amendment) Bill. (Senate Bill No. 13 of 2023 on Tuesday 1st October 2024.

On the same day they will also hear the motion addressing the challenge of Power Purchase Agreement Renewals and Electricity supply in Kenya.

The National Treasury and Economic planning are receiving submissions on legislative reforms for improvement of the Current economic situation. The same is premised on the reliance of Articles 43, 174, 201(a), 232(1)(d) of the Constitution of Kenya 2010. Further they are relying on Section 35(2) of the Public Finance Management Act that requires public participation in the budget process. The submission should highlight:

  1. Legislative measures to facilitate funding of County Government in the case of Division of Revenue Bill and Count Allocation of Revenue bill are not enacted by 30th June so as to prevent the cash crisis that could arise and affect the delivery services by the County Government
  2. Legislative and administrative reforms to improve social and economic well-being of all Kenyans taking into account the current debt situation and the need for a sustainable public debt position without putting more burden on Kenyans.
  3. Legislation to ensure equity and fairness in taxation, provide amnesty where justified and rationalization tax expenditure that erode revenue that would otherwise be used for implementation of projects that improve the welfare of Kenyans; and,
  4. Reforms to enhance tax administration and compliance so as to ensure each taxpayer the rightful share of tax through reducing tax evasion and avoidance.

The proposal received in the areas listed will inform the reforms to be undertaken in revenue administration and review of legislation by the National Treasury to foster inclusive economic growth for the welfare of Kenyans for submission to Parliament before or on the 4th day of October 2024.
