The Senate starts its recess this week and resumes on April 16, 2024.
Top of the Senate’s agenda upon resumption of business will be the Division of Revenue Bill, 2024 having received it from the National Assembly. The publication and passage of this bill is an important cog in the budgetary process, as the country moves towards getting proposals for the Finance Bill, 2024.
Following the end of the Easter recess, courts are primed to resume normal sessions this week starting 2nd April, 2024.
In the same vein, interviews for the shortlisted candidates for High Court judge positions that were advertised last month commence in earnest this week. This exercise commences on 3rd April through to April 30, 2024.
Following President Ruto’s meeting with Heads of State Corporations and agencies where the President directed on expenditure cuts, the National Treasury has since issued a circular requiring all state corporations to rationalize their FY 2024/2025 recurrent expenditure budgets to not more than 70% of the approved FY 2023/2024 budget, and submit by April 2, 2024.
In the same vein, state corporations have been directed not to implement any new projects without fresh written approval from the National Treasury.

East African Breweries Ltd Group Human Resources Director has been appointed as the Human Resources Director for Diageo, Great Britain. In this role, she becomes the first Kenyan to be appointed to this position, which takes effect on July 1, 2024.
Credited for her critical role in pushing for the implementation of the maternal and paternity leave policy (6 month maternity leave and one month paternity leave) at the EABL, Ms. Otieno has had an illustrious career in the HR field, spanning 18 years.
Starting out as a graduate trainee at East African Breweries Limited (EABL) in 2003, she has grown into different roles within the HR team in Talent, Reward and Shared Services. She left EABL in 2014 while serving as the Head of Reward for Diageo Africa to join Airtel Africa as the Head of Organization Effectiveness and Reward. She later moved to Mars Wrigley East Africa as Head of People and Organisation in 2015, which she held until she re-joined Diageo as Group Human Resources Director, EABL, in August 2017.
She is best described by her colleagues as a commercially focused HR leader, instrumental in shaping a progressive and inclusive culture and as a highly trusted advisor and partner to them.
Prof. Victor Murinde has been appointed the new Executive Director of the African Economic Research Consortium (AERC). He replaces Prof. Njuguna Ndung’u who left to become the Cabinet Secretary of the Treasury in Kenya.
Prof. Murinde was previously an AXA Professor of Global Finance at the SOAS University of London and has over 25 years of experience both in academic and consulting roles.
