Privileges and Immunities (Global Centre for Adaptation) Order, 2023.

The National Assembly of Kenya has invited the public to submit written memoranda on the Privileges and Immunities (Global Centre for Adaptation) Order, 2023. This order seeks to grant the Global Centre for Adaptation (GCA) various privileges and immunities under Kenyan law, including immunity from legal proceedings, tax exemptions, and inviolability of premises and communications, among others. The Order was submitted to the Departmental Committee on Environment, Forestry and Mining for consideration. In line with Article 118(1)(b) of the Constitution and the Treaty Making and Ratification Act, the public is encouraged to participate by submitting memoranda by Wednesday, 23rd July 2025 at 5.00 pm, either physically to the Clerk of the National Assembly or via email to cna@parliament.go.ke.

Basic Education Amendment Bill, 2025.

The National Assembly is calling for public memoranda on the Basic Education (Amendment) Bill, 2025. Sponsored by Hon. Antony Tom Oluoch, the Bill proposes amendments to formally recognize and regulate Alternative Provision of Basic Education and Training (APBET) institutions, key players in educating children from informal settlements and underserved areas. The amendment aims to align the law with the 2009 APBET policy and the 2015 education regulations, ensuring these schools receive proper oversight and support. Kenyans and stakeholders are invited to submit views to the Departmental Committee on Education. Copies of the Bill are available at Parliament’s Table Office, Main Building, and online. Submissions should be emailed to cna@parliament.go.ke or delivered physically to the Clerk’s Office by Friday, 25th July 2025, at 5:00 p.m.

The Africa Law Tech Festival 2025, Africa’s largest legal tech conference, takes place 15–16 July at Shree Sthanakvasi Jain Sangh Hall, Nairobi (with virtual access also available), bringing together over 2,000 delegates from 40+ countries. Tony Mutero, ICT Operations Chief, Stima Sacco.

Stima Sacco Society Ltd has appointed Tony Mutero as its new Chief Manager, ICT & Operations, a move that signals the Sacco’s renewed focus on digital transformation and operational efficiency. His appointment reflects the organization’s long-term vision to modernize service delivery and meet the evolving needs of its members through innovation and technology. Mutero brings over two decades of ICT leadership experience in the financial services sector. His ability to align technology with inclusive finance makes him a strong fit for Stima Sacco, particularly within Kenya’s SACCO and microfinance space. Before joining Stima, Mutero was the General Manager, ICT and Business Innovations at the Kenya National Police DT SACCO. He has also held senior roles at Spire Bank and Kenya Women Microfinance Bank (KWFT), where he was instrumental in advancing digital strategies and improving operational delivery. His arrival comes at a time when SACCOs across Kenya are scaling up digital adoption to enhance member experience and build institutional resilience. Stima Sacco’s move underscores its commitment to tech-driven growth, service excellence, and a future-ready financial ecosystem. 

Franklin Okata, Acting Chief Enterprise Business Officer, Safaricom

Safaricom PLC has appointed Frankline Okata as Acting Chief Enterprise Business Officer, succeeding Cynthia Karuri-Kropac, who held the position since 2022. While Karuri-Kropac’s next move hasn’t been publicly disclosed, her departure closes a notable chapter marked by strategic enterprise transformation and leadership experience shaped by her prior tenure at AT&T. Okata brings close to 20 years of experience in telecommunications and enterprise solutions. Since joining Safaricom in 2006 as a Customer Care Representative, he has steadily risen through the ranks, taking on roles in both Enterprise Business and Payments. Most recently, he served as Executive Head of Merchant Payments at Safaricom Telecommunications Ethiopia PLC, where he played a key role in launching mobile payment solutions in a new and competitive market.

In his current role as Head of Packaged Solutions, Okata has led the development of tailored digital offerings for small and micro-enterprises. His work includes building alternative delivery channels and driving adoption through the Safaricom Business Hub. With deep expertise in B2B sales, SME strategy, product development, and customer experience, he is well-positioned to steer the enterprise business through its next phase. The leadership transition underscores Safaricom’s commitment to nurturing internal talent while maintaining momentum in its enterprise segment. With Okata’s strong grasp of both the Kenyan and Ethiopian business landscapes, the company is well placed to grow its footprint and strengthen its value proposition to businesses across the region.
