President Ruto Establishes Taskforce on Forensic Audit of Public Debt
H.E. President William Ruto has established a Presidential Taskforce on Forensic Audit of Public Debt. This taskforce aims to ensure adherence to constitutional values such as equity, transparency, and accountability in public finance management.
Chaired by Ms. Nancy Onyango, with Prof. Luis G. Franceschi as Vice-Chairperson, the taskforce includes members CPA Philip Kaikai, Faith Odhiambo, Eng. Shammah Kiteme, Vincent Kimosop, and representatives from the Institute of Certified Public Accountants of Kenya (ICPAK), Law Society of Kenya (LSK), and Institute of Engineers of Kenya (IEK). Joint secretaries are Dr. Abraham Rugo and Dr. Aaron Thegeya.
The taskforce’s mandate includes verifying the current stock of public debt, reconciling loan proceeds and repayments, assessing value for money, and recommending changes to public finance management safeguards.
It will also explore alternative financing sources and debt reorganisation plans. The taskforce will report to the President, consult with public finance stakeholders, and hold public engagements with the secretariat based at the National Treasury and Economic Planning. Serving for an initial period of three months, this term may be extended by Gazette notice.
