Special Feature: Performance contracting report 2021/2022 released
On April 11, 2023, President William Ruto released the Performance Contracting Report for the 2021/2022 Financial Year. Performance contracting is a tool that the government has adopted in the management of public service.
Under Executive Order No. 1 of 2023, President Ruto placed the performance contracting function under the Office of the Prime Cabinet Secretary.
According to the government, the release of this year’s Performance Contracting Report will enable them to measure its success in delivering on its promises effectively, namely, those of good governance, accountability, and service to all Kenyans. It will also emphasize the efforts of the Kenyan government to ensure that service delivery is competent, efficient, and purpose-driven in all public sectors.
Prime Cabinet Secretary Musalia Mudavadi said performance contracting aims to ensure accountability in the use of public resources both at the institutional as well as individual employee levels. He added that it also seeks to improve efficiency in service delivery by holding officers accountable for results.
Performance contracting has four main phases namely: work plan management, skills development, performance monitoring and evaluation, and rewarding outstanding performance. In his speech, President Ruto asserted that Kenya has shown some success in performance contracting in the key areas of Accountability, Transparency, Work and work ethics by public employees, and lastly Growth in tax collection.
He commended Dr. David Ndii, Mr. Mohamed Hassan, Mr. Davis Chirchir, and Ms. Pamela Mutual for their contributions thus far in improving the economy. He promised that with good work like theirs, the value of the dollar would drop to KES 120 in a matter of months and increase food security in the country. Lastly, the President reiterated that the realization of the national values and principles of governance throughout government must be what guides public service.
