Kenya’s National Cybersecurity Agency (NCSA) was established under the State Corporations (National Cybersecurity Agency) Order, 2026, which was gazetted on 15 May 2026 to coordinate national cybersecurity matters. On 21 August, President William Ruto appointed Dr. Martin Koyabe as the inaugural Non-Executive Chairperson for a three-year term. On 11 September, Interior and National Administration CS Kipchumba Murkomen appointed Lorna Achieng’ Omondi Ogolla and Dr. Jerop Joy Kibor to the Board, also for three-year terms. 

Lorna Achieng’ Omondi Ogolla, Board Member, NCSA 

Kenyan technology and engineering professional Lorna Achieng’ Omondi Ogolla has been appointed to the National Computer and Cybercrimes Coordination Committee (NCSA) Board, bringing extensive private-sector expertise in artificial intelligence, digital infrastructure, and global partnerships. 

Since 2024, Ogolla has served as the Nairobi-based Partnerships Lead for Google Research’s machine learning and AI initiatives in Africa, focusing on building research partnerships and increasing the representation of African languages and datasets in AI technologies. She spent about eight years at Google in energy strategy, global infrastructure, and data-centre supply planning, advising on the location, timing, and scale of the company’s data-centre investments. 

Ogolla holds a Bachelor of Science in Civil Engineering from the Massachusetts Institute of Technology (MIT), which she completed in 2012 after attending The Kenya High School. She subsequently earned an MPhil in Management Science and Operations from the University of Cambridge as a Gates Cambridge Scholar, followed by a master’s degree in management science and engineering from Stanford University. 

She is the daughter of the late General Francis Omondi Ogolla, Kenya’s former Chief of Defence Forces, who died in a military helicopter crash in April 2024. 

Dr. Jerop Joy Kibor, Board Member, NCSA 

Dr. Jerop Joy Kibor has been appointed to the National Computer and Cybercrimes Coordination Committee (NCSA), bringing specialist academic and research expertise in cybersecurity, ICT, and emerging technologies. 

Her inclusion aligns with the agency’s structural framework under the National Cybersecurity Agency Order, 2026, which mandates a governing body comprising the Director-General and representatives from key government institutions, academia, and the private sector. 

Dr. Kibor currently serves as the Head of Postgraduate Studies in ICT at Zetech University. An accomplished academic and ICT professional, she focuses her research and teaching on artificial intelligence (AI), information integrity, digital capabilities, and knowledge-management systems, including integrating AI tools within higher education. 

Prior to her current role at Zetech University, Dr. Kibor, who holds a PhD, built a diverse professional portfolio spanning the corporate and academic sectors. Her career began at Kenya Power, after which she moved into higher education as a tutorial fellow at Kenyatta University. She subsequently lectured in cybersecurity and artificial intelligence at Kiriri Women’s University of Science and Technology before taking up her current departmental headship.
