Kenya’s 2025 Devolution Conference Held in Homa Bay

Kenya’s 9th Devolution Conference commenced on August 13, 2025, in Homa Bay County under the theme “For the People, For Prosperity: Devolution as a Catalyst for Equity, Inclusion and Social Justice.” President William Ruto inaugurated the event, signalling a significant shift by pledging to accelerate the complete transfer of devolved functions, along with necessary financial and operational resources. He also signed into law two key pieces of legislation: the County Allocation of Revenue Bill, 2025, and the County Public Finance Laws (Amendment) Bill, 2023, which are expected to strengthen county-level fiscal autonomy. A critical anti-corruption message accompanied these developments, as Ruto declared there would be “no telephone calls to stop anybody from being prosecuted for corruption”, reinforcing the conference’s focus on good governance, accountability, and transparency.
