The Statutory Instruments Act, Regulatory Impact Statement on Climate Change (Carbon Registry) Regulations, 2025
The Cabinet Secretary for Environment, Climate Change and Forestry has issued a Regulatory Impact Statement on the proposed Climate Change (Carbon Registry) Regulations, 2025, pursuant to sections 23G and 36 of the Climate Change Act. The Regulations seek to operationalize the National Carbon Registry, enhance transparency on compliance of carbon projects, and promote access to information for public confidence and market integrity. Public memoranda are invited within twenty-eight (28) days of publication. The Draft Regulations and the Statement are available on the Ministry’s website. Dated 2nd September, 2025.

The Wildlife Conservation and Management Act, Dawida Wildlife Conservancy Management Plan (2025–2035)
The Cabinet Secretary for Tourism and Wildlife has published the Dawida Wildlife Conservancy Management Plan, 2025–2035. The Plan sets out strategies for ecological monitoring and landscape restoration, livestock development, livelihood and enterprise growth, community partnerships, and effective conservancy administration. It establishes zonation for wildlife conservation, research, and livestock production, and provides for monitoring, evaluation, and periodic review. Copies are available at the Kenya Wildlife Service and Dawida Wildlife Conservancy offices. Dated 8th August, 2025.

The Wildlife Conservation and Management Act, Mbale Transfrontier Conservancy Management Plan (2024–2034)
The Cabinet Secretary for Tourism and Wildlife has published the Mbale Transfrontier Conservancy Management Plan, 2024–2034. The Plan provides a framework for wildlife conservation, livestock production, mining, and tourism development. It introduces zonation into Core Conservation, Mixed Use, and Development Zones, and is structured around programmes for ecological monitoring and habitat management, livestock production, mining and tourism development, and community livelihoods and partnerships. Implementation will follow annual work plans approved by the Conservancy Board, with a ten-year monitoring and evaluation framework. Copies are available at the Kenya Wildlife Service and Mbale Transfrontier Conservancy offices. Dated 8th August, 2025.

The Cabinet Secretary for Tourism and Wildlife has published the Mara Ripoi Conservancy Management Plan, 2025–2035 pursuant to section 44(3) of the Act.The Plan outlines the Conservancy’s vision, zonation scheme, and management programmes designed to guide ecological management, cultural and livelihood initiatives, carbon credit projects, tourism development, livestock management, partnerships and collaboration, monitoring and evaluation, communication and public engagement, capacity building, and security management.

The document sets out the goals, objectives, and actions required to ensure the sustainable conservation and development of the Mara Ripoi Conservancy over the ten-year period.

The Cabinet Secretary for Tourism and Wildlife has, pursuant to section 44(3) of the Act, published the Mbokishi Mara Conservation Area Management Plan, 2025–2035.

The Plan sets out the Conservancy’s goals, objectives, and actions on ecological management, livestock management, improved access to water, cultural preservation and livelihoods, health and education, tourism development, carbon credit initiatives, partnerships and collaboration, monitoring and evaluation, communication and public engagement, capacity building, and security management.It further outlines the Conservancy’s vision, zonation scheme, management programmes, and plan implementation strategy for the ten-year period.

 

The Wildlife Conservation and Management Act (Cap. 376),Kiunga Marine National Reserve Management Plan, 2025–2035.

The Cabinet Secretary for Tourism and Wildlife has, pursuant to section 44(3) of the Act, published the Kiunga Marine National Reserve Management Plan, 2025–2035.The Plan sets out guiding principles, objectives, and actions for the conservation and sustainable use of resources within the Reserve and its adjacent areas. It focuses on conservation, marine fisheries management, tourism development, community engagement, security, and operational matters.Key interventions include the implementation of a zoning scheme and the execution of management actions under five management programmes designed to strengthen ecological protection, enhance livelihoods, and promote sustainable marine resource use.

 

The Standards Act (Cap. 496),Appointment

The Cabinet Secretary for Investments, Trade and Industry, in exercise of powers under section 13 of the Act, has appointed various persons to serve under the provisions of the Standards Act.

 

The Central Bank of Kenya Act (Cap. 491),Licensing 

The Central Bank has, with effect from 2nd September 2025, licensed twenty-seven entities as Digital Credit Providers. These include Abito Limited, Ajax Credit Kenya Limited, Aspire Lending Limited, Bossrich Credit Limited, Brisk Credit Limited, Easy Asset Management Limited, Easyways Credit Limited, Elevate Credit Limited, Finseil Limited, Futureinno Digital Tech Limited, Hanis Capital Limited, Lasiri Capital Limited, Leaf Credit Limited, Little Limited (trading as SpotIt), Mayflower Capital Limited, Mednow Capital Limited, Moto Hope Capital Limited, Mular Credit Limited, Mwananchi Credit Limited, Musoni Capital Limited, Otas Credit Limited, Pembeni Cash Limited, Platinum Credit Limited, Reazilla DCP Limited, Suffice Limited, Unidirect Limited, and Zaidi Pato Limited. 

The Constitution of Kenya, The County Governments Act (Cap. 265), and The Intergovernmental Relations Act

The National Government through the Ministry of Education and the County Government of Murang’a have entered into an Intergovernmental Partnership Agreement on bursaries and scholarships, dated 8th May 2025, and effective from 1st June 2025. The agreement establishes a structural framework for cooperation in the issuance of bursaries and scholarships. 

 

The Energy and Petroleum Regulatory Authority (EPRA),Tariffs 

EPRA has notified that, pursuant to Clause 1 of Part III of the Schedule of Tariffs, 2023, all electricity prices in Part II of the Schedule will attract a fuel energy cost charge of plus 360 Kenya cents per kWh for all meter readings taken in September 2025.

 

The Energy and Petroleum Regulatory Authority (EPRA)

EPRA has announced that all electricity prices specified in Part II (A) of the Schedule will attract a Water Resource Management Authority (WRMA) Levy of plus 1.34 cents per kWh for all meter readings taken in September 2025. The levy is based on the approved WRMA rate of 5.00 Kenya cents per kWh for energy purchased from hydropower plants with a capacity of 1MW or above.

 

The Political Parties Act (Cap. 7D),Allocations

The Registrar of Political Parties has published the allocation of the Political Parties Fund (PPF) for the Financial Year 2025/2026, declaring forty-seven (47) political parties eligible to receive funding in accordance with sections 23, 25 and 34(b) of the Act and the Political Parties (Funding) Regulations, 2019.

 

The Political Parties Act (Cap. 7D),Registration 

The Registrar of Political Parties has given notice that certain political parties have applied for provisional registration under section 6 of the Act. Members of the public may submit written representations concerning these applications within seven (7) days of publication.

 

The Political Parties Act (Cap. 7D),Amendment of Constitution 

The Registrar of Political Parties has given notice that the Democratic Party of Kenya (DP) intends to amend its party constitution. Members of the public may submit written representations concerning the proposed changes within seven (7) days of publication.

 

The Co-operative Societies Act (Cap. 490),Liquidation

The Commissioner for Co-operative Development has extended the liquidation period of the Sukuma Wiki Housing Co-operative Society (in liquidation) Limited – CS/2323 for a further period not exceeding one year. Ms. Rosaline Mwithiga, Deputy Director of Co-operatives, continues to serve as the appointed liquidator.

 

The Kenya Information and Communications Act (Cap. 411),Revocation of Licences

The Communications Authority of Kenya has announced the revocation of postal licences for multiple service providers, including Apple Truth Television Network, Metropol TV, Fanaka TV, Mount Kenya TV, Wananchi TV, and several others. The revocations take effect within seven (7) days of publication, after which the affected entities will no longer be authorized to operate, and all resources under the revoked licences shall revert to the Authority.

 

The Companies Act (Cap. 486),Dissolution

Pursuant to section 897(4) of the Act, notice is given that a number of companies have been dissolved and their names struck off the Register of Companies with effect from the date of this publication.
