CONSTITUTION OF THE MULTI-AGENCY CO-ORDINATION WORKING GROUP ON NON-PROFIT ORGANISATIONS AT RISK OF TERRORISM FINANCING 

Cabinet Secretary for Interior and National Administration Kipchumba Murkomen has constituted a Multi-Agency Coordination Working Group to coordinate consultation, risk-based monitoring, sensitisation, information sharing and implementation of measures concerning non-profit organisations at risk of terrorism financing. The group brings together representatives from government agencies including the Ministry of Interior, Office of the Attorney-General, Public Benefit Organisation Regulatory Authority, Business Registration Service, Registrar of Societies, National Counter-Terrorism Centre and Financial Reporting Centre.

The National Land Commission has issued a deletion, addendum and corrigendum to the proposed compulsory acquisition of land in Kiambu County for the construction of the James Gichuru Road Junction–Rironi Junction (A8) Road Project on behalf of the Kenya National Highways Authority. The notice identifies parcels affected by the changes and directs interested persons to inspect the relevant plans at the Commission’s offices and the Kiambu County Coordinator’s office. An inquiry notice is to be published in accordance with section 112 of the Land Act. 

THE LAND ACT (Cap. 280), REHABILITATION AND CAPACITY ENHANCEMENT OF JAMES GICHURU ROAD JUNCTION–RIRONI HIGHWAY (A8) ROAD — INQUIRY FOR COMPULSORY ACQUISITION OF LAND 

The National Land Commission has scheduled an inquiry into the compulsory acquisition of 13 parcels of land in Kiambu County for the James Gichuru Road Junction–Rironi Junction (A8) Road Project. The inquiry will be held at Kinoo Chief’s Office on 30th October 2026 from 10.00 a.m. Affected persons are required to submit written compensation claims, identification documents, PIN certificates, land ownership documents and bank account details to the Commission. 

THE UNCLAIMED FINANCIAL ASSETS ACT (No. 40 of 2011), UNCLAIMED FINANCIAL ASSETS AUTHORITY — NO OBJECTION 

The Unclaimed Financial Assets Authority has published a list of claims for unclaimed financial assets made by administrators of deceased estates and agents of original owners. Members of the public are invited to lodge any objections with the Authority within 30 days of publication, failing which payment will be made to the listed claimants. 

THE UNCLAIMED FINANCIAL ASSETS ACT (No. 40 of 2011), UNCLAIMED FINANCIAL ASSETS AUTHORITY — LOSS OF POLICY 

The Unclaimed Financial Assets Authority has published claims concerning unclaimed insurance assets where the original policy documents have reportedly been lost. The claims were supported by sworn affidavits from the respective claimants, with the notice identifying the policyholders, policy numbers and insurance companies involved.

The Intergovernmental Relations Technical Committee has approved the delineation of national and county government functions relating to county planning and development, electricity and gas reticulation, and energy regulation. County governments will undertake functions including local electricity network planning, street lighting, gas reticulation systems and regulation of retail petroleum, while the National Government retains responsibility for national energy policy, licensing, national grid planning, regulation of electricity and petroleum, renewable energy, energy tariffs, consumer protection and sector-wide standards. 

THE CONSTITUTION OF KENYA AND THE INTERGOVERNMENTAL RELATIONS ACT (Cap. 265F), DELINEATION OF NATIONAL AND COUNTY GOVERNMENT FUNCTIONS ON SPORTING ACTIVITIES AND FACILITIES 

The Intergovernmental Relations Technical Committee has delineated functions relating to sporting activities and facilities between the National and County Governments. County Governments will develop county sports policies and regulations, undertake mass sports and talent identification, coordinate county competitions, facilitate recreation and sports tourism, and register and license sports facilities. The National Government will formulate national sports policies and standards, provide capacity building, coordinate national and international competitions, oversee anti-doping measures, facilitate talent development and exposure, and regulate sports organisations and professional bodies. 

THE CONSTITUTION OF KENYA AND THE INTERGOVERNMENTAL RELATIONS ACT (Cap. 265F), DELINEATION OF NATIONAL AND COUNTY GOVERNMENT FUNCTIONS ON AGRICULTURE — FISHERIES 

The Intergovernmental Relations Technical Committee has further delineated fisheries-related functions between the National and County Governments. County Governments will implement national standards for the construction and registration of artisanal fishing vessels, maintain vessel records, issue business licences for fish-selling activities, develop and maintain inland-water fish landing sites and implement relevant fees and charges. The National Government will develop national legislation, standards and norms for artisanal fishing vessels and fish landing sites, regulate and license fishermen, manage national and international waterway landing sites, and provide technical assistance to counties. 

THE CONSTITUTION OF KENYA AND THE INTERGOVERNMENTAL RELATIONS ACT (Cap. 265F), DELINEATION OF NATIONAL AND COUNTY GOVERNMENT FUNCTIONS ON NATURAL RESOURCES AND ENVIRONMENTAL CONSERVATION 

The Intergovernmental Relations Technical Committee has delineated functions relating to the implementation of national policies on natural resources and environmental conservation, including soil and water conservation. County Governments will collect charges, levies and fees linked to water conservation, while the National Government will undertake water allocation, issue permits for local water abstractions and license the drilling of boreholes and water abstraction.

Standard Chartered Bank Kenya Limited has issued a statutory notice to Nakumatt Investments Limited concerning charged properties in Mombasa, Nakuru and Nairobi that secured debts owed in connection with Nakumatt Holdings Limited. Following continued default, the bank intends, after 30 days from service of the notice, to appoint a receiver over income from the charged properties to recover outstanding amounts under overdraft, term-loan and import-invoice finance facilities. 

THE LAND ACT, 2012, STATUTORY NOTICE AND DECREE — CREATIVE ENTERPRISES LIMITED 

Standard Chartered Bank Kenya Limited has issued a statutory notice to Creative Enterprises Limited over Land Reference Number 209/4062, Nairobi, which was charged as security for debts owed by Nakumatt Holdings Limited. Following continued default on the demanded payments, the bank intends to appoint a receiver over income from the charged property after 30 days from service of the notice, pursuant to section 92 of the Land Act and the relevant High Court judgment. 

THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT (Cap. 387), NEMA — ESIA FOR EMULSION BINDER AND PLASTIC INJECTION MOULDING PLANT 

The National Environment Management Authority (NEMA) has invited public comments on an Environmental and Social Impact Assessment for a proposed emulsion binder and plastic injection moulding plant by Crown Paints Kenya PLC at Kinanie, Mavoko Sub-County, Machakos County. The project includes measures addressing biodiversity loss, air emissions, drainage, occupational safety, waste management, soil contamination, community grievances, sexual exploitation and abuse, gender-based violence and economic displacement. Members of the public may submit written or oral comments within 30 days of publication. 

THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT (Cap. 387), NEMA — ESIA FOR INTEGRATED LAND AND LAKE-BASED AQUACULTURE SYSTEMS 

NEMA has invited public comments on an ESIA for a proposed integrated aquaculture project by Hope Agritech Limited at Tabla Beach, Suba North Sub-County, Homa Bay County. The project will combine lake-based cage culture with land-based ponds, a hatchery, nursery facilities, brood-stock rearing, an ice-processing plant and related infrastructure. The ESIA identifies potential impacts including aquatic habitat disturbance, water pollution, fish diseases, biodiversity loss, waste generation, community livelihood conflicts and occupational risks, with mitigation measures proposed for each. Public comments may be submitted within 30 days of publication.

NEMA has invited public comments on an ESIA for the proposed installation and operation of a 50–100 kg/hour biomedical and sanitary waste incinerator by Ladies for Ladies Executive Sanitary Care Limited in Lironi, Limuru Sub-County, Kiambu County. The project will include combustion chambers, emission-control systems, waste reception and quarantine facilities, ash-handling areas and auxiliary infrastructure. Proposed mitigation measures address air emissions, odour, ash and hazardous waste, effluent, fuel storage, occupational safety, fire risks, traffic, public health and greenhouse-gas emissions. Members of the public have 30 days from publication to submit comments.
