The Universities Act—Appointments

The President of the Republic of Kenya and Commander in Chief of the Defence Forces has appointed Francis Muthaura (amb.) to be the Chancellor of Kenyatta University, for a period of five (5) years, with effect from 12th January 2024.

The President of the Republic of Kenya and Commander-in-Chief of the Defence Forces has appointed Charles Nyachae to be the Chairperson of the Council of the Kenya School of Government, with effect from 19th January, 2024 to 12th July, 2025. The appointment* of Njoki Kahiga is revoked.

The Cabinet Secretary for Education has appointed— Under paragraph (d)— Winnie Wangui Mwai, to be a member of the Council of Karatina University for a period of three (3) years, with effect from the 19th January 2024.

The State Corporations Act—Appointments

The President of the Republic of Kenya and Commander-in-Chief of the Defence Forces has appointed Tom Mshindi Nyamancha to be the Chairperson of the Kenya Broadcasting Corporation Board for a period of three (3) years, with effect from 19th January, 2024. The appointment* of Benjamin K. Maingi (Eng.) is revoked.

The Civil Procedure Act—Establishment of Turbo Magistrates’ Courts, etc

The Chief Justice has established Turbo Magistrates’ Courts within the supervisory jurisdiction of Eldoret High Court, with effect from the 1st of February, 2024.

The Civil Aviation Act—Appointment

The Judicial Service Commission has appointed Valentine Khaminwa, Hassan Issack Hache, John Ekale Aruma, and John Kiplagat Kiili, as members of the National Civil Aviation Administrative Review Tribunal, for a term of three (3) years, with effect from the 10th of January, 2024.

The Chief Justice and President of the Supreme Court has extended the term of the Judges’ Retirement Benefits Bill Taskforce, appointed vide Gazette Notice No. 2111 of 2023, addendum Gazette Notice No. 5053 of 2023 and extended vide Gazette Notice No. 7846 of 2023, for a further period of six (6) months, with effect from the 15th January. 2024.

The Cabinet Secretary for Interior and National Administration has declared the following entities to be specified entities for the purposes of the Act:

The Working Group on Policy and Legislative Reforms for the Information, Communications and Digital Economy Sector—Extension of Term

The Cabinet Secretary for Information, Communications and the Digital Economy has extended the term of the Working Group on Policy and Legislative Reforms for the Information, Communications and the Digital Economy Sector for a period of three (3) months, with effect from the 12th January 2024

The Kenya School of Government Act—Appointment

The Cabinet Secretary for Public Service, Performance and Delivery Management has appointed:

  • Under paragraph (i) — Rose Ngugi, 

to be members of the Council of the Kenya School of Government, for a period of three (3) years, with effect from the 19th January 2024.

The Statutory Instruments Act—Regulatory Impact Statement

The Cabinet Secretary for Mining, Blue Economy and Maritime Affairs notifies the general public that Regulatory Impact Statements on the following Regulations have been prepared to assess the impact of the Regulations on the community and businesses— 

(a) Draft Mining (Gemstone Identification and Value Addition) (Fees) Regulations, 2024; 

(b) Draft Mining (Licence and Permit) (Amendment) Regulations, 2024; 

(c) Draft Mining (Dealings in Minerals) (Amendment Regulations, 2024; 

(d) Draft Mining (Mine Support Services) (Amendment) Regulations, 2024 

(e) Draft Mining (Royalty Collection and Management) Regulations, 2024; The proposed Regulations have been made pursuant to section 223 of the Mining Act, 2016. 

The main objective of the Regulations is to give full effect to the Mining Act, 2016 by providing a framework to ensure sustainable governance of the mineral resources in Kenya. 

This is therefore to request the public and all persons likely to be affected by the proposed Regulations to submit written memoranda to reach the undersigned within fourteen (14) days from the date of publication of this notice. The Regulatory Impact Statement and the proposed Regulations are available on the Ministry’s website (www.mibema.go.ke). County  Matter
Busia The County Government of Busia has delegated functions currently performed by respective County departments to Busia and Malaba municipalities, with effect from the 14th August, 2023, as set out in the given schedule. The resources currently performing the said functions including staff, budget and assets are transferred accordingly.
West Pokot The Governor of West Pokot County, re-assigns responsibilities to County Executive Committee Members as per the given schedule. He also re-assigns responsibilities to Chief Officers as per the given schedule.
Embu There shall be a special sitting of the County Assembly of Embu at the County Assembly Chambers, Embu Town, on Friday, 26th January, 2024 at 10.00 a.m. and the business to be transacted at the special sitting shall be as follows— 

(a) tabling and approval consideration of the Report of the Committee on Finance and Economic Planning on the Vetting of the Chairperson, Embu County Revenue Authority; and
