Geoffrey Kiringa Ruku
Public Service Cabinet Secretary Geoffrey Kiringa Ruku has been in the public eye recently. This is after he announced that civil servants will soon be required to install a government mobile application on their phones to track their whereabouts and work activities, as part of a new accountability measure. This comes in the wake of a series of surprise spot checks by Ruku to government offices across the country, where he has been noted to lock out late employees.
In April 2025, President William Ruto appointed him as Cabinet Secretary for Public Service, Human Capital Development and Special Programmes. During his Parliamentary vetting on April 14, 2025, Ruku declared that he was worth KSh 377 million.
Ruku served as a Member of Parliament (MP) for Mbeere North Constituency in Embu County from 2022 to 2025. Notably, he vied for a parliamentary seat twice but lost to advocate Muriuki Njagagua in 2013 and 2017. He is the founder of Carbon Manna Africa, a non-governmental organisation (NGO) that advocates for democratising carbon offsetting at the household level in Kenya.
From 2015 to 2017, Ruku worked as a Trustee of the Water Services Trust Fund. Prior to that, from 2013 to 2015, he served as a contractor under the management of Fair Climate Southern Africa. In 2011, he became the Chief Executive Officer (CEO) and Founder of Climate Pal. Between 2006 and 2009, he served as the MASHAV Coordinator at the Israeli Embassy.
Ruku graduated with a Bachelor of Commerce from the Catholic University in 2002. Later, he joined the University of Nairobi for his postgraduate Diploma in Diplomacy and International Relations. He also holds a Master of Business Administration (MBA) in Finance from the University of Nairobi. He is currently pursuing a PhD at the University of Nairobi’s Wangari Maathai Institute of Peace Studies.
