Hon. Julius Ogamba, the Education Cabinet Secretary (CS), led the national launch of the Kenya Certificate of Secondary Education (KCSE) exams in Matuga Constituency, Kwale County. He oversaw the opening of the first KCSE exams container; notably, the 2025 exams officially commenced on Monday, November 3, 2025, with 996,078 candidates registered.

CS Ogamba assured a smooth examination period, adding that the Ministry of Education has enhanced security and ensured efficient distribution of exam materials to all centres nationwide. As evidence of the new measures, a high school principal in Narok County has been suspended pending investigations after being suspected of exam malpractice during the ongoing KCSE exams.

Before he was appointed CS, he served as Chairperson of the Board of Directors of Kenya Electricity Generating Company PLC (KenGen). Hon. Ogamba is an advocate of the High Court of Kenya, a seasoned, visionary, and accomplished legal practitioner with over 30 years of experience. He is also a Senior Partner at Migos Ogamba & Waudo Advocates.

The CS holds a Bachelor of Laws degree from the University of Nairobi, a postgraduate Diploma in Law from the Kenya School of Law, and a Diploma in Law from the Institute of Advanced Legal Studies at the University of London. He also holds a Master of Laws (LLM) from the University of Dundee in Scotland, specialising in Petroleum Taxation and Finance. His professional affiliations include memberships in the Law Society of Kenya (LSK) and the Institute of Certified Secretaries of Kenya.

Hon. Ogamba also briefly ventured into politics. In 2022, he was Ezekiel Machogu’s running mate in the Kisii gubernatorial race under the United Democratic Alliance (UDA). However, they were defeated by the current governor, Simba Arati. Similarly, in the 2017 general elections, he contested for the Kitutu Chache North parliamentary seat on the Orange Democratic Movement (ODM) ticket but was defeated by Jimmy Angwenyi.
