It is notified for the general information of the public that on the 13th July, 2025, the County Government of Tana River entered into an Intergovernmental Partnership Agreement with the Ministry of Education for the issuance of bursaries and scholarships within Tana River County.

A copy of the said Agreement is available for inspection at the office of the County Executive Committee Member, Education and Training, County Government of Tana River.

APPOINTMENT AND LIMITS OF TRANSIT SHED, CUSTOMS AREAS ETC

The Commissioner of Customs and Border Control, exercising powers under section 12 of the East African Community Customs Management Act, 2004, has designated the Sagana Industrial City (SAIC) SEZ in Kirinyaga County as an official customs area. The appointment specifies its geographic limits—covering 54.5 acres within plot LR No. Kiine/Thigirichi/4042—and defines the official entry and exit points as marked on the SAIC SEZ layout plan filed with the Commissioner’s office. This designation formalizes SAIC’s use for customs purposes, including the handling and regulation of goods entering or exiting the area.

RESERVATION OF PUBLIC LAND TO KENYA RAILWAYS CORPORATION

The National Land Commission has reserved and vested the care, control, and management of two public land parcels, Nairobi Block 41/237 (8.468 hectares) and Nairobi Block 41/236 (8.467 hectares) to the Kenya Railways Corporation. Both parcels, located in Nairobi County, are designated strictly for residential use. Kenya Railways must obtain NLC consent before transferring possession and must, within 180 days, prepare land-use and management plans that comply with planning laws, environmental protections, heritage considerations, and community access requirements, including safeguarding wildlife corridors. The corporation is also required to conduct Environmental and Social Impact Assessments prior to major developments, maintain at least 10% vegetation cover, identify and protect ecologically sensitive areas, promote sustainable land-use practices, support local community livelihoods, coordinate with relevant public agencies, secure parcel boundaries, establish inclusive governance structures, and remit any statutory dues to the County Government. Both orders were issued on 18 September 2025 by NLC Chairperson Gershom Otachi.

PURSUANT to section 59 of the Environmental Management and

Co-ordination Act, the National Environment Management Authority

(NEMA) has received an Environmental Impact Assessment Study

Report for the above proposed project.

The proponent, Keza Development LLP, proposes to construct

3No. residential building blocks(2A, 2B, 2C ) of 12 storey each(Block

2A (144 units; 72, 2beds and 72, 3beds), Block 2B (168 units with 48,

2 beds, 60- 1 beds and 60 studios), Block 2C(168 units with 48, 2

beds, 60- 1 beds and 60 studios) comprising a total of four hundred

and eighty (480) units, walkways, staircases, lift lobbies, ramps,

recreational area, water storage, tanks and other auxiliary facilities

and supporting facilities on plot L.R. No. Nairobi/Block 66/6004 and

Nairobi/Block 66/6008 within Riruta, along Ndwaru Road, Nairobi

City County.

Nakuru COUNTY GOVERNMENT OF NAKURU

HEALTH FACILITIES

The Nakuru County Executive Committee Member for Health has upgraded several health facilities across multiple sub-counties, elevating most from dispensaries to Level 3 Health Centres as provided for under the Constitution and the County Governments Act. The upgrades affect facilities in Kuresoi North, Rongai, Naivasha, Subukia, Gilgil, Njoro, Molo, Bahati, Nakuru East, Nakuru West, and Gilgil sub-counties. Out of the 18 facilities listed, most have been upgraded to Level 3 Health Centres, while a few remain Level 2 dispensaries. All the facilities listed are operational.

COMPLETION OF PART DEVELOPMENT PLANS

The preparation of Part Development Plan (PDP No. KBU/266/2025/01) for Juja Sub-County in Kiambu County, covering sites for a cattle dip, proposed kindergarten, KWS site, community centre, and cultural site formalization, has been completed as of 8th September 2025. Copies of the plan are available for public inspection at the Juja Sub-County Physical Planning Offices, the Director of Physical Planning in Kiambu Town, and Sub-County Administrator offices during weekdays from 8:00 a.m. to 5:00 p.m. Interested persons may submit written representations or objections to the County Director of Physical and Land Use Planning within 60 days of the notice, stating their grounds.

INTENTION TO PREPARE LOCAL PHYSICAL AND LAND USE DEVELOPMENT PLANS

The Nakuru County Government intends to prepare Local Physical and Land Use Development Plans for nine centres across Rongai, Kuresoi South, Gilgil, Njoro, and Naivasha sub-counties. The plans aim to guide formalization of land tenure and facilitate urban development. Preparation will be participatory, and all stakeholders are invited to provide comments, enquiries, or suggestions in writing to the County Executive Committee Member for Lands, Physical Planning, Housing, and Urban Development.
