Mombasa Environmental Management and Co-ordination Act (No. 8 of 1999) – ESIA for Daraja Kenya Fibre Optic Cable Project, Mombasa County

The National Environment Management Authority (NEMA), under section 59 of the Environmental Management and Co-ordination Act, 1999, has received an Environmental and Social Impact Assessment (ESIA) Study Report for the proposed Daraja Kenya Fibre Optic Cable Project in Mombasa County. Safaricom PLC, the project proponent, proposes to install a subsea cable within Kenya’s Exclusive Economic Zone (EEZ) with a Branching Unit dividing it into a Southern branch, extending into Tanzanian waters, and a Northern branch landing at Nyali Beach, Nyali Sub-county. NEMA invites the public to submit comments on the report, which outlines anticipated impacts and proposed mitigation measures.

Environmental Management and Co-ordination Act (No. 8 of 1999) – ESIA for Proposed Commercial Conference and Hotel Apartments, Mombasa County

The National Environment Management Authority (NEMA), under section 59 of the Environmental Management and Co-ordination Act, 1999, has received an Environmental Impact Assessment (EIA) Study Report for a proposed commercial development on Plot No. 1551/1/MN, Milele Area, Malindi Road, Mombasa County. The project proponent, Lido Beach Conference Inn Limited, proposes to construct a fifteen-storey building (basement, ground plus 15 floors) comprising conference and serviced hotel apartments, multipurpose halls, meeting rooms, office spaces, hotel rooms, duplex units, parking, bio-digesters, septic tanks, swimming pool, restaurants, electrical infrastructure, and associated amenities. NEMA invites public comments on the proposed project.

Meru County Governments Act (Cap. 265) – Meru County Pending Bills Committee

The County Executive Committee Member for Finance, Meru County, establishes the Meru County Pending Bills Committee, appointing a Chairperson and members in line with Controller of Budget Circular COB/COG/002/Vol.1.3(55), for a period of 30 days, effective 1st September, 2025.

County Governments Act (Cap. 265); County Assembly Services Act, 2017 – Appointment to Meru County Assembly Service Board

Haron Kaburu Muthamia has been appointed as a member of the Meru County Assembly Service Board, replacing Elias Murega Julius, under section 12(3)(d) of the County Governments Act, 2012 and sections 8 and 9 of the County Assembly Services Act, 2017, effective 10th July, 2025.

Busia Constitution of Kenya; Primary Health Care Act (No. 13 of 2023) – Appointments to Busia County Primary Health Care Networks

The County Executive Committee Member for Health Services and Sanitation, Busia County, under section 18(1) and section 19(3) of the Primary Health Care Act, appoints committee members to the Matayos, Butula, Teso South, Samia, and Teso North Sub-county Primary Health Care Networks for a term of three years, effective 30th April, 2025.

Kirinyaga  Physical and Land Use Planning Act (No. 13 of 2019) – Completion of Kanjinji Village Local Physical and Land Use Development Plan, Kirinyaga County

Pursuant to section 49(1) of the Physical and Land Use Planning Act, 2019, the Kanjinji Village Local Physical and Land Use Development Plan has been completed as of 26th July, 2025. The plan, covering land in Murinduko Ward, Mwea Sub-county, Kirinyaga County, is available for public inspection, and representations or objections may be submitted to the County Executive Committee Member, Lands, Physical Planning and Urban Development within 60 days.

Uasin Gishu  Constitution of Kenya & County Governments Act (Cap. 265) – Uasin Gishu County Executive Committee Appointments

The Governor of Uasin Gishu County, Jonathan Kimeli Bii Chelilim, under Article 179(2)(b) of the Constitution and sections 30(2)(d), (e) and 35 of the County Governments Act, 2012, and with the approval of the County Assembly, appoints the following members to the County Executive Committee: Robert Rotich Kemei – Youth Affairs, Sports, ICT and Innovation; and Janet Kurgat – Public Service Management.

No. Nairobi/Block 21/28 in Kileleshwa, Nairobi City County. NEMA invites the public to submit comments on the report.

Elgeyo Marakwet Constitution of Kenya – Elgeyo Marakwet County Public Service Board Annual Report 2023/2024

The Elgeyo Marakwet County Public Service Board reports that as of the end of the 2023/2024 financial year, the total staff complement was 2,745, comprising 2,540 permanent and contractual staff, 89 approved casuals at Iten County Referral Hospital, 85 conservancy casuals in the Department of Lands, Physical Planning and Urban Development, 13 casuals in the Office of the Governor, and 18 commission-based revenue collectors.

During the year, the Board recruited 61 officers, converted 5 officers from contract to permanent status, approved 6 officers for paid study leave, saw 7 officers resume work after completing study leave, and had 4 officers still on study leave.

Isiolo Constitution of Kenya; County Governments Act (Cap. 265); County Assemblies Powers and Privileges Act (No. 6 of 2017) – Re-location of Isiolo County Assembly

The Isiolo County Assembly will relocate from its current chambers to Oldonyiro County Assembly Hall from 19th August, 2025 for five months to allow renovations, after which it will return to the renovated chambers on 11th December, 2025, under section 7B of the County Governments Act, section 3 of the County Assemblies Powers and Privileges Act, and Standing Order No. 31 of the County Assembly of Isiolo.

Narok Constitution of Kenya; County Governments Act, 2012 – Executive Order No. 1 of 2025, Re-organization of County Directorates, Narok County

The Governor of Narok County, under Article 179(1) and (2) of the Constitution and section 30(2)(f) of the County Governments Act, 2012, issues Executive Order No. 1 of 2025 to reorganize county directorates for improved service delivery, operational efficiency, and alignment with county priorities. The order reassigns the Directorates of Culture, Co-operatives Development, and Trade to new departments, mandates reporting to respective Chief Officers and CECMs, and takes effect from 2nd July, 2025.

Kakamega  County Governments Act (Cap. 265) – Appointments of Chief Officers, Kakamega County

The Governor of Kakamega County, under sections 30(2)(l) and 45(1)(b) of the County Governments Act, Cap. 265, appoints the individuals listed in the Schedule as Chief Officers responsible for the specified functions in the County Government of Kakamega, effective 7th August, 2025.
