Andrew Kipkirui Rotich is the auditor who first exposed the illegal medical billing scheme in Kenya’s public health institutions. His decision to speak out ultimately resulted in his dismissal from the Social Health Authority (SHA) this week. He was serving as SHA’s Deputy Director responsible for forensic audit and risk assurance.

Rotich was among the lead auditors who uncovered numerous fraudulent claims documented in 1,188 files, which the Health Cabinet Secretary handed over to Mohammed Amin, the Director of Criminal Investigations (DCI).

He started his career in civil service at the National Health Insurance Fund (NHIF) as a Compliance Officer. Rotich gradually advanced to Acting Senior Assistant Manager for Forensic Audit before NHIF was transformed into the Social Health Authority. He holds a Bachelor of Arts in Business Mathematics and Economics from Kenyatta University. He is currently studying for a Master of Science in Finance and Accounting at KCA University College and is also a Certified Public Accountant.
