National Assembly Set to Resume Sittings After Mashujaa Day Break

Senate is on a short recess and will resume regular plenary sittings on Tuesday, 3 November 2026.

The National Assembly will resume plenary sittings on Wednesday, October 21, at 9:30 a.m., after adjourning for the Mashujaa Day public holiday on Tuesday, October 20, when no sitting will take place. Tentative business for the Wednesday morning session includes Committee of the Whole House consideration of the Sexual Offences (Amendment) Bill and the Prevention of Livestock and Produce Theft Bill, as well as the Second Reading of the Harm Reduction Bill. In the afternoon, the House is expected to consider Senate amendments to the Public Audit (Amendment) Bill and proceed with further stages of the Competition (Amendment) Bill. Although the 2026 legislative calendar had outlined a short recess around this time, the latest adjournment confirms the House will sit on October 21 before any longer break. Detailed Order Papers for later in the week are yet to be published.

Strong El Niño Continues to Strengthen, With Historic Peak Likely by Year-End

As of mid-October 2026, an El Niño Advisory remains in effect as the climate phenomenon continues to strengthen across the equatorial Pacific, with sea-surface temperature anomalies exceeding +4°C in parts of the eastern Pacific and the Niño-3.4 index reaching levels consistent with a strong event. According to the latest NOAA Climate Prediction Centre outlook (issued 8 October) and corroborating World Meteorological Organisation assessments, a strong-to-very strong El Niño is expected to persist through January – March 2027 with greater than an 83% probability, and there is an 83% chance that the October – December period will rank among the strongest on record since 1950. The event is forecast to intensify further towards a peak around December before gradually easing, driving above-average global temperatures and shifts in rainfall patterns that raise the risk of drought in some regions and flooding in others. NASA satellite observations confirm the rapid warming and associated ocean-atmosphere changes.

The gathering brings together government officials, financiers, innovators, and industry leaders to discuss water for economic growth and food security, and to mobilise private capital for irrigation, drought mitigation, climate-resilient systems, and bankable projects. Organisers expect discussions to yield practical recommendations that will inform Kenya’s position ahead of the UN Water Conference in Abu Dhabi, highlighting efforts to scale sustainable irrigation amid climate pressures on agriculture and rural livelihoods. Registration is open to stakeholders interested in the dialogue.
