Stephen Kipsang Busieney’s appointment as Managing Director and Chief Executive Officer of the Geothermal Development Company (GDC) marks a decisive shift towards financial stewardship, risk management, and capital optimisation in state-backed geothermal exploration.
His career is anchored in high-level corporate finance and public-sector operations, with extensive experience in commercial strategy, project financing, and institutional reform. Before his elevation to MD & CEO on September 30, 2026, Busieney served in GDC’s executive ranks as General Manager for Finance and Corporate Services, giving him deep institutional memory of the corporation’s capital structure and field operational costs.
Prior to his tenure at GDC, Busieney held senior managerial positions across both private and public financial sectors, bringing rigorous corporate governance protocols to capital-intensive energy infrastructure projects. His early career included key finance roles within corporate enterprises, focusing on resource allocation, budgetary oversight, and debt restructuring.
His appointment comes at a crucial operational juncture as GDC seeks to de-risk high-cost drilling in steam fields across the Rift Valley, including Olkaria, Menengai, and Baringo-Silali. Busieney’s background in commercial finance uniquely positions him to negotiate bankable power purchase agreements (PPAs), structure public-private partnerships (PPPs) for steam sales, and secure multilateral concessionary financing to scale up Kenya’s geothermal capacity.
Academically, Busieney holds a Master of Business Administration (MBA) in Finance and a Bachelor of Commerce. He is a Certified Public Accountant of Kenya (CPA-K) and a member of the Institute of Certified Public Accountants of Kenya (ICPAK), which grounds his operational leadership in strict compliance, transparent financial reporting, and fiscal discipline.
