The Kenya Pipeline Company (KPC) has appointed Dr. Ramathan Ggoobi to its board as a Non-Executive Director effective 28 July 2026. Over the course of his career, Dr. Ggoobi has established himself as one of East Africa’s most influential economic policymakers, combining academic scholarship with senior public service to shape Uganda’s fiscal and economic agenda. Since August 2021, he has served as Permanent Secretary and Secretary to the Treasury at Uganda’s Ministry of Finance, Planning and Economic Development, the country’s highest-ranking technocrat in public finance. In this role, he oversees budget formulation, public financial management, fiscal policy implementation, and macroeconomic coordination, while advising the government on strategies to drive economic growth and sustainable development.  

Before assuming Uganda’s top Treasury role, Ggoobi built a career at the intersection of academia and public policy. He served as Senior Presidential Advisor on the National Economy (June 2020 – July 2021), providing strategic economic counsel to the Presidency, after earlier serving as Director of Economic Affairs at Operation Wealth Creation, where he helped shape programmes to increase household incomes and agricultural productivity. Alongside his government service, he spent many years as a Senior Lecturer in Economics at Makerere University Business School (MUBS). He led the MUBS Economic Forum, a think tank known for producing evidence-based policy research and stimulating national debate on Uganda’s economic priorities. Throughout his career, he has also advised governments and international organisations, including the International Labour Organisation (ILO), the Overseas Development Institute (ODI), McKinsey & Company, and the Friedrich-Ebert-Stiftung (FES), among others.  

Beyond his executive responsibilities, Dr. Ggoobi plays a significant role in regional financial and development institutions. He serves as Chairperson of the Board of the East African Development Bank (EADB), the Economic Policy Research Centre (EPRC), and the Uganda Energy Credit Capitalisation Company (UECCC). He is also a Board Member of the Bank of Uganda, National Social Security Fund (NSSF), Uganda Revenue Authority (URA), and the National Agricultural Research Organisation (NARO) Governing Council, reflecting the breadth of his influence across Uganda’s financial, research, and development sectors.  

His academic foundation mirrors his expertise in economic policy. He holds a Bachelor of Arts in Economics and a Master of Arts in Economic Policy and Planning from Makerere University, before earning a Doctor of Philosophy (PhD) in Economics from Nelson Mandela University. He has further strengthened his leadership credentials through executive education at the Harvard Kennedy School, completing programmes in Strategies for Inclusive Growth (2024) and Leading Economic Growth (2024), as well as specialised training at Columbia University.  

Today, Dr. Ggoobi is widely recognised as one of the region’s leading voices on macroeconomic policy, industrialisation, and public finance.  

His blend of academic rigour, policy experience, and institutional leadership has made him a trusted adviser on economic transformation. At the same time, his appointment to the board of Kenya Pipeline Company reflects the growing demand for experienced public finance leaders capable of strengthening governance and steering strategic institutions in an increasingly integrated East African economy.
