A Simple Guide to Understanding KRA’s PIN Without Obligation
The Kenya Revenue Authority’s (KRA) PIN Without Obligation is a straightforward guide to applying for a PIN “Without Obligation” (PWO) via the iTax system. A PIN without obligation is intended for people who need a KRA PIN but are not currently earning taxable income, such as students applying for HELB loans or diplomats.
If you have this type of PIN, you are not required to file tax returns. However, if you start earning taxable income, you must update the PIN to include the relevant tax obligations.
For Kenyan residents, the process is straightforward and can be completed online via the iTax portal.
- Select “New PIN Registration”, then choose “Individual” as the taxpayer type and mode of registration “online form”.
- Click “yes” that you want a PWO, then confirm you want a PIN with No obligations.
- Fill in the form with your personal details (ID number, date of birth, profession, contact information).
- Review the auto-filled details (e.g., parents’ information based on your ID and date of birth).
- Provide your address.
- Verify your email using a one-time password (OTP).
- State your reason for applying, upload a supporting document, and submit the application. You’ll receive an email confirmation from the system.
- Download your PIN certificate and note your unique 11-character PIN.
- Use the PIN as needed, even if you are not yet required to file taxes.
For non-Kenyan non-residents (such as diplomats), the process is similar but includes a few additional steps:
- Provide a diplomatic ID or passport details instead of a national ID.
- Select taxpayer type as “Individual”, mode as “online form”, PWO option “Yes”, and fill in the required details. including: personal information, address, and contact details (email verification via OTP), and reason for application.
- Submit the application for review by KRA officials.
- Wait for the application to be assessed.
- Receive an email notification with the outcome (approved or rejected).
- Review any feedback provided, if applicable.
Overall, the guide is designed to simplify access to KRA PINs for those who need them for administrative reasons but are not yet active taxpayers. It removes the burden of filing nil returns while keeping the system flexible, so that once someone starts earning income, they can easily transition to the normal tax system.
