- Could the Cabinet Secretary provide details on the forms of support the Ministry extends to county governments to build capacity for sustainable market management and to ensure uninterrupted operations in key markets, and explain how the Ministry monitors the effectiveness of such support?
- What oversight mechanisms exist to facilitate National Government intervention whenever recommendations for operational improvements are not implemented fully and promptly or whenever county-level decisions adversely impact local economic activity, and could the Cabinet Secretary provide details on any instance where such mechanisms were invoked?
- What proactive strategies is the Ministry implementing to ensure the continuity of market operations, promote economic resilience and protect traders’ livelihoods, particularly in high-volume trading hubs across the country?
Question No. 026. The Senator for Kisumu County (Sen. (Prof.) Tom Ojienda, SC, MP) to ask the Cabinet Secretary for Roads and Transport:
- Could the Cabinet Secretary indicate the current status of investigations into the fatal bus accident that occurred on 9th August, 2025, at the Coptic roundabout in Mamboleo along the Kisumu–Kakamega highway, which claimed the lives of 26 persons and left several others injured?
- Has the Ministry undertaken a road safety audit and black-spot mapping for roads leading to Kisumu City, and could the Cabinet Secretary provide timelines for the implementation of remedial measures, including installation of signage, speed control mechanisms and enhanced traffic enforcement?
- What measures has the Ministry put in place to address the rising number of fatal accidents involving long distance passenger buses, particularly on roads serving the western region of Kenya?
Question No. 027. The Senator for Kisumu County (Sen. (Prof.) Tom Ojienda, SC, MP) to ask the Cabinet Secretary for Cooperatives and Micro, Small and Medium Enterprises (MSMEs) Development:
- Could the Cabinet Secretary outline the measures the Ministry has adopted to cushion small-scale traders against eroded profit margins caused by the rising cost of essential commodities?
- Could the Cabinet Secretary clarify whether the Ministry intends to expand access to affordable credit through the Hustler Fund, SACCOs or other credit guarantee schemes for informal traders in Kisumu, given that current interest rates remain as high as 23-24%?
- What safeguards exist to ensure that women and youth traders, who form the majority in Kisumu’s informal markets, are equitably included in these credit support programmes?
Question No. 035. Nominated Senator (Sen. Beth Syengo, MP) to ask the Cabinet Secretary for Co-operatives and Micro, Small and Medium Enterprises (MSMEs) Development:
- When will the Ministry ensure payment of outstanding terminal dues to the laid-off staff of the defunct Kenya Planters Co-operative Union (KPCU), numbering four hundred and two (402), who were separated from service between 2002 and 2010, and who are owed approximately Kshs. 400 million?
- Could the Cabinet Secretary state whether the Ministry has a comprehensive payment schedule for settlement of the said staff dues, indicating timelines, amounts payable and beneficiaries, and whether the schedule provides for interest accruing from the date the payments fell due, including timelines for payment of such interest?
Question No. 036. Nominated Senator (Sen. Beth Syengo, MP) to ask the Cabinet Secretary for Co-operatives and Micro, Small and Medium Enterprises (MSMEs) Development:
- Could the Cabinet Secretary explain when the Ministry plans to pay outstanding proceeds due to coffee farmers for coffee sold through the defunct Kenya Planters Co operative Union (KPCU) in the Coffee Pool Year 2008/2009, amounting to approximately Kshs. 60 million?
- Could the Cabinet Secretary further explain whether the Ministry has a payment schedule for the affected farmers, indicating timelines, amounts payable and beneficiaries, and whether the schedule provides for interest accruing from the date the proceeds fell due, including timelines for payment of such interest?
