The Budget and Appropriations Committee fronted amendments to the Division of Revenue Act, 2024 will be up for Second Reading this week. The Bill, seeking to effect the reduction in revenue targets, following the withdrawal of the Finance Bill, 2024.
Important to note is that the shareable revenue for County governments will reduce from Kshs. 400.12 billion to 380.00 billion, while the National Government will reduce from 2,540.15 billion to Kshs. 2,214.27 billion.
The National Treasury has filed an urgent application at the Supreme Court seeking to stay the ruling by the Court of Appeal declaring the entire Finance Act, 2023 unconstitutional. The National Treasury contends that the decision by the Court of Appeal is untenable and presents a challenge in running the affairs of the government if upheld.
It is further the contention of the National Treasury that the Court of Appeal judgment will result in budgetary deficits, particularly eroding the KSh. 164 billion worth of revenue already factored in the 2024/25 budgetary allocation.
