Eugene Wamalwa is 50 years old. Born on April 1, 1969, in Saboti at the foot of Mount Elgon, he pursue his A levels at Gendia High School in Homa Bay. On completion of his secondary education, he joined the University of Nairobi, to undertake a bachelor’s degree in Law, and later a diploma in Law at the Kenya School of Law.

In 2003 his brother Michael Wamalwa Kijana who was the vice president and the member of parliament for Saboti constituency died. During the by election Eugene Wamalwa vied for the seat under Republican Party of Kenya (RPK). The by-election was won by Davies Wafula Nakitare of NARC.

During the 2007 general election he vied for the Saboti parliamentary seat on a Ford Kenya ticket under the PNU umbrella and won. He served as the minister for justice and Constitutional Affairs.

During the 2013 general election he showed interest for the presidential position but he dropped his ambitions and supported Musalia Mudavadi under the AMANI Coalition.

In 2015, he was nominated by President Kenyatta to the position of a Cabinet Secretary for Water and Irrigation a position he held until January 2018 when he was nominated for the position of Cabinet Secretary in the ministry of Devolution and ASALs.
